Even though we've covered validation in depth, let’s revisit its definition. ASQA defines validation as a quality review of the assessment process.

The SRTOs 2015 Clause 1.8 specifies that RTOs need to ensure compliance of their assessment systems, including RPL, with training package requirements, following the Principles of Assessment and Rules of Evidence.

The subsequent validation confirms that assessments are conducted according to the principles of assessment and rules of evidence.

As previously discussed in our blogs, validation involves two processes: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation or verification, also known as assessment tool validation, relates to the first part of the clause, ensuring all unit requirements are met and workbooks are 100% compliant.

On the other hand, post-assessment validation deals with implementation, ensuring Registered Training Organisations follow the Principles of Assessment and Rules of Evidence.

Methods for Conducting Assessment Tool Validation

With a grasp of the two validation types, let’s focus on assessment tool validation.

When Should You Conduct Assessment Tool Validation?

The goal of assessment tool validation is to make sure all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.

Therefore, whenever you acquire new learning resources, you must conduct assessment tool validation before allowing students to use them.

No need to wait for the next validation schedule in your 5-year cycle. Validate new resources immediately to ensure they’re suitable for students.

Still, this isn't the sole reason for conducting this type of validation. Conduct assessment tool validation when you:

- you update your resources
- new training products are added by you on scope
- your course gets reviewed against training product updates
- learning resources are identified by you as a risk during your risk assessment

Recall, this type of validation aims to ensure all learning resources are compliant before use. All RTOs must validate each unit's resources.

Resources Needed to Start Assessment Tool Validation

Educational Resources

Since you are validating your assessment tools, you will require the entire suite of your learning resources:

Mapping tool – this is the initial document to review. It identifies which assessment items address unit requirements, speeding up validation.

Learner/student workbook – check its suitability as an assessment tool during validation. Ensure instructions are clear and answer fields are sufficient. This is a common issue.

Assessor guide/marking guide – ensure that instructions for assessors are sufficient and clear benchmarks for each assessment item are provided. Clear benchmarks are essential for reliable assessment outcomes.

Other related resources – may include checklists, registers, and templates developed separately from the workbook and marking guide. Validate these to ensure they suit the assessment task and address unit requirements.

Panel of Validators

Clause 1.11 describes the requirements for validation panel members, indicating that validation can be performed by one or more persons. RTOs often require all trainers and assessors to attend, and sometimes industry experts are invited.

Together, your validation panel should possess:

Relevant vocational competencies and industry skills applicable to the unit being validated

Current expertise and skills in vocational teaching and learning

Any one of the following training and assessment credentials:

Assessment validation tool/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
Using a validation tool is advantageous for both the validation process and documentation. It aids in viewing how each assessment item matches each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

ASQA does not provide a recommended or required template for assessment tool validation, but many templates are available online. These tools generally have validators review the tools as a whole to determine if they meet the principles of assessment.

Fundamental Rules of Evidence

Validity – Is the evidence verifying that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?

Lead by Example

Take note of the verbs used in the unit requirements and make sure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Carry out each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:

diaper change

prepare bottle, bottle feed babies and clean equipment

solid food preparation and feeding babies

respond suitably to infant signs and cues

settle babies for sleep and prepare them

monitor and promote age-appropriate physical exploration and gross motor skills

Having students describe changing nappies for babies under 12 months doesn’t directly address the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

Pay Attention to Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

All Requirements or Not Competent

Pay attention to lists. Again, as illustrated above, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your instructions do not confuse students or assessors. For instance:
What kind of information can be included in a work package?
What details can be included in a work package?

Answers might include:

Needed resources

Relevant costs

Activity length

Appointed duties and responsibilities

If an assessment item requires multiple answers, specify how many answers are needed from a student. This ensures your assessment is reliable, and the evidence obtained is valid.

The same applies to assessment items with double-barrelled questions or questions that ask for more than one answer simultaneously. These can confuse both students and assessors, as illustrated in the example below:

Identify a hazard and/or environmental issue in the work area and select the most effective hazard control hierarchy.

Answers might include, but are not limited to:

Weather conditions – isolation of work area, engineering controls, personal protective equipment

Work area and ground conditions – elimination, isolation, engineering controls

People – isolation, engineering, administration

Avoiding double-barrelled questions simplifies responses for students and allows assessors to accurately judge student competence.
